(4) Ages of Attendance
The Suffield Board of Education will admit every child into kindergarten who has reached the age of 5 by January 1. A child who has not reached the age of 5 by January 1 will only be admitted if substantial evidence is presented which clearly indicates that the child will meet with success if placed in an appropriate kindergarten program.
Substantial evidence will consist of the following: A recommendation of the child’s preschool teacher, including documentation (testing, student work, other substantive materials, observations provided to the PreK-2 Principal). Should the child continue to be denied entrance, the parent/guardian may appeal to the Superintendent of Schools who will review all relevant materials and recommendations including those of the PreK-2 Principal and/or his/her designee. The decision of the Superintendent shall be final.
Sec. 10-15c Discrimination in Public Schools Prohibited. School Attendance of Five Year Olds. The public schools shall be open to all children five years of age and over and each such child shall have, and shall be so advised by the appropriate school authorities, of an equal opportunity to participate in the activities, programs, and courses of study offered in such public schools, at such time as the child becomes eligible to participate in such activities, programs, and courses of study, without discrimination on account of race, color, sex, religion or national origin; provided boards of education may, by vote at a meeting duly called, admit to any school children under five years of age or may exclude children who will not attain the age of five years until after the first day of January of any school year.
